Measurement News
As you may know, the NCSLI
173 Metrology Practices Committee (Dr. Castrup, committee chair) has two
working groups for the rewrite of:
·
RP-1
“Establishment & Adjustment of Calibration Intervals” (Don Wyatt, Chair)
·
RP-12
“Determining and Reporting Measurement Uncertainties” (Suzanne Castrup, Chair)
Plus a new sub-committee,
tentatively placed under NCSLI 155 “Equipment Management Forum” (Rob
Parchinski, Chair), is currently in the process of being chartered for the
development of an RP for “Equipment Specifications”. A number of the members
of the two writing group plus interested parties are forming this committee
now. We received NCSLI recognition and charter at
the October, 2006 BoD
meeting!
Writing assignments are being
distributed now for RP-1 & 12 and the Specifications sub-committee is forming
up for their third meeting to take place at MSC in January 2007.
RP-1:
The direction for the revised RP-1 is:
-
A complete and
comprehensive rewrite as RP-1 that is over 10 years old.
-
Provide tighter integration
to RP-12
-
A complete
outline of the necessary revisions/rewrites has been developed, distributed
and individual/team writing assignments made. This comprehensive outline
identifies 76 different tasks that need to be completed.
RP-5:
The Equipment Specification
Committee whose purpose is:
... to develop a new
and complete replacement for NCSLI Recommended Practice RP-5
(discontinued); “Preparation of Specifications”. This new RP will
support the specification requirements for NCSLI Recommended Practice
RP-1; “Establishment & Adjustment of Calibration Intervals”,
NCSLI Recommended Practice RP-3; “Preparation of Calibration
Procedures”, NCSLI Recommended Practice RP-8; “An Individual
Equipment Evaluation Guide”, NCSLI Recommended Practice RP-12; “Determining
& Reporting Measurement Uncertainties” plus all other practices
where the use of equipment specifications are a central part of the
process.

RP-12: The direction for the revised RP-12 is:
1) Provide a recommended
practice for estimating and reporting measurement uncertainty that clearly
explains key concepts and methods. The approach will be to build a
comprehensive framework for developing relevant and informative uncertainty
estimates.
2) Provide
real-world analysis examples for all major measurement areas and disciplines.
This will require the development of a standardized format to clearly convey
necessary information and concepts used in each analysis. Selected examples
will be included in the Appendix of the document and all examples will be
provided on CD. The intent is to continue to add analysis examples over time
and to collate them by measurement area, industry application, etc. In this
regard, we will solicit and utilize best available expertise from within the
measurement science community.
This will be a comprehensive
rewrite incorporating the latest proven methods for determining uncertainty
with real-world examples for illustration. Older methods will be discussed and
shown where there the weak points are and how to overcome them.
